The Cardassian Sector is a member of the Klingon Empire, and an important one, at that. There is a Cardassian military, but it is limited, and its Imperial support is given mostly under the auspices of the Obsidian Order, a covert intelligence-gathering authority on Cardassia Prime.
With the exception of the Romulan Tal Shiar, the Obsidian Order is the most efficient intelligence agency in the Alpha and Beta Quadrants, keeping close watch on both its own people and on non-Allied worlds. Many Cardassians work for the Empire not in a military but in a strategic capacity; the General himself prefers to have a Cardassian second in command on board his ship.
The Cardassian government is a strong Ally of the Empire, although the same cannot be said for the majority of the Cardassian people, many of whom work for the Underground, supplying medicine, weapons, technology, and helping to recruit new members for the 'cause'.
